DRAFT ENVIRONMENTAL IMPACT ASSESSMENT REPORT
PUBLIC REVIEW AND COMMENT
 
The Revised Plan of Study for Environmental Impact Assessment (EIA) was submitted to the Department of Environmental Affairs (DEA) in July 2009 for consideration. The Scoping Phase is now complete as the DEA has accepted the Scoping Report and approved the Revised Plan of Study for EIA.
 
After due consideration, Eskom Holdings Limited (Eskom i.e. the Applicant) has decided not to pursue an application for the construction of more than one nuclear power station in this EIA. However, in line with Eskom’s intention to pursue up to 20 000 MW of nuclear power generating capacity an application for the second nuclear power station may be submitted by Eskom soon after the submission of the Final Environmental Impact Report for Nuclear-1.
 
The 24 specialist investigations, which have been undertaken as part of this EIA, for the proposed Nuclear Power Station and Associated Infrastructure, have been completed. The outcomes of these studies and recommendations have been assembled and integrated into the Draft EIA Report.
 
As a registered stakeholder, the EIA Team wishes to advise you of the availability of the Draft EIA Report for review and comment during the period 06 March 2010 – 10 May 2010 (66 days i.e. an extension of 21 days to the 45 day comment period).
 
Enclosed herewith is (a) a summary of the Draft EIA Report and (b) a Comment Sheet. The full version of the Draft EIA Report (hard copy and CD) will be available at public venues, grouped per province, as detailed on Page 3.
 
All Interested and Affected Parties (I&APs) are invited and encouraged to attend Public Meetings where findings on the Draft EIR will be presented. Public Meetings will be held as follows:

The EIA Team will be available at the venues listed above from 17h00 to answer individual questions that the public may have on the Report.
 
Key Stakeholder Feedback Meetings will be held in Port Elizabeth and Cape Town. Representatives of the various sectors and organisations within the study area will be invited to these Key Stakeholder Feedback Meetings. The findings on the Draft EIA Report will be presented and discussed.

2.     The comment period commences on Saturday, 06 March 2010 and ends at the close of business onMonday, 10 May 2010.
 
3.     The hard copies of the reports that are available for viewing at the public venues may not be removed. However, the CD version may be borrowed for a maximum of two days.
4.     The Draft EIA Report is available on the following websites:

5.     A comment sheet has been provided for your convenience. Please complete and fax or post to the Public Participation Office. You may also use other written formats should you so wish and submit them by post, fax or email.
 
6.     The Draft EIA Report comprises a Main Report (Volume 1) and Appendices (Volumes 2 – 6 including Site Photographs, Authority Correspondence, Public Participation Documentation [Scoping Phase and Final PoS for EIA Documentation on CD], Technical Criteria, and Specialist Curricula Vitae and Reports, Draft Environmental Management Plan, EIA Legislative Requirements Checklist).
 
Comments received on the Draft EIA Report will be used to produce the Final EIA Report, which will then be submitted to the DEA for their consideration. A letter will be sent to all registered Interested and Affected Parties informing them of the Authorities’ decision.
 
In closing, on behalf of the EIA Team, again I should like to thank everyone who has participated in the EIA process to date and those who will take further time to review the Draft EIA Report, submit comments and attend meetings.
